Mizumoto Park - Large park in Katsushika with water features and wide open spaces. Dogs can be off-leash in some areas. Kanamachi JR station + 20 min walk or Kanamachi metro. Parking available (free). Less crowded than central Tokyo parks. Good for letting dogs run. Bring water - limited fountains. Can be buggy in summer.
